If you are able to easily reproduce this (especially on our demo site at 
https://demo7.dspace.org), then I'd recommend submitting a bug ticket.  I 
agree the two fields should be treated the same, and it's possible you've 
found a bug.  Here's where to submit a bug

Please make sure to give us step by step examples/instructions for how to 
reproduce the bug...that'll help us to quickly narrow down the problem & 
hopefully find a quick fix.
