I suspect you may be running DSpace 7.4? There was a bug with the translation messages of the Cookie notification accidentally introduced in DSpace 7.4. See this ticket: https://github.com/DSpace/dspace-angular/issues/2027 It was fixed in 7.5. So, it no longer exists if you upgrade.
