Hi, If Tomcat isn't willing to load the "server" webapp, that implies that some sort of error is being thrown by Tomcat (Or you placed the "server" directory in the wrong location and Tomcat isn't seeing it at all). Either way, the best approach is to check your Tomcat logs to see if errors are displayed there. If an error does occur it should tell you the problem that Tomcat is running into.
You should also make sure you are running Tomcat 9 which is the only supported version for DSpace 7. See https://wiki.lyrasis.org/display/DSDOC7x/Installing+DSpace#InstallingDSpace-BackendRequirements (Specifically, Tomcat 10 will not work for DSpace 7.x. There were breaking changes between Tomcat 9 and Tomcat 10. Most applications that work on one version will not work on the other version.
