Hello Mariam,

I'll tell you from my experience;
I think you don't need to activate anything else.

The important thing is that in the workflow it is NOT the collection
administrator who is going to mediate the upload. In order for there to be
the option for someone to approve or not the submission, you must have at
least one of these agents: Reviewers, Editors or Final editors.

In fact, when I start a workflow in which I don't want an item to be
published without validation; I start by creating one of those agents
according to our needs, and only then do I create the Submitters.
