Thanks Marianne,

I did the test - by adding the policy on one of the items and it worked. 

As there are thousands of items affected and also going forward, I want 
when thumbnail images are generated their Bundle should inherit the 
policies of the Primary Bundle which is not currently happening and I 
wonder if this is to do with a misconfiguration on my part?
