The bug is in the org.dspace.app.webui.submit.JSPStepManager class within the 'dspace-jspui-api' module. A patch that should work for either 1.5.0 or 1.5.1-beta is attached. I'll commit it to the latest 1.5.x branch of SVN shortly.
