I don't have an answer for your question, however I am working on
implementing DSpace 1.5.1 and am getting ready to start working on our
local modifications to DSpace business logic (our .java modifications).
I know that for at least some of them, others may be interested in them
as well so they might be appropriate for adding to the DSpace 1.5.x
publicly available application.
One example of a modification we made way back in 1.3.1, and that
we've had to re-code every time a new release comes out, involves the
display of the SFX link on every Item page (short and long listings).
IF the Item has the referenced document attached to it (via the link to
the bitstream), the SFX link serves no purpose and should not display at
the bottom of the Item pages. Conversely, if no document is attached to
the Item, the SFX link will help the User locate that document.
What procedures should I follow if I want to submit one of our
modifications for review for possible inclusion in the current DSpace
release via a patch, and/or in future DSpace releases?

I was trawling the trackers for something I could fix, and found an
open bug that we've tripped over as well and that I thought I could
handle. So I checked out a copy of 1_5_x, 'package'd it, created a
clean database, 'fresh_install'ed it, fired it up, couldn't reproduce
the problem, asked AltaVista for pages mentioning the tracker number,
and lo! AV returned the SF release notes page for 1.5.1.
What's the best way to find stuff that still needs work?
