Members of anonymous group aren't seen as members of parent group. The situation showed in the example, is real and not only theoretical. You can use it if you want authorize any new registred user to submit in a collection without administrator job. If I register I'm still member of the anonymous group and then can start a submission. And you really can, tried it. You're able to start a submission. At the end this fails, due to other reasons. Same goes with workflow step groups. You can reproduce this. Create a collection with a submitter group and workflow step. Then add the anonymous group to COLLECTION_n_SUBMIT and COLLECTION_n_WORFLOW.. Take a user account with no special rights and you can start a submission on this collection. Apart from this I still think that the anonymous group should be "untouchable".
