Interpolate variables in the Subject: line of email templates as well

Email templates have positional parameters supplied by the code that invokes 
each template, which replace markers such as "{0}"  in the text.  This has only 
been done for the message body.

It can be helpful to have event-specific information in the subject line of a 
message to help administrators sift through dozens of notifications.  This 
simple patch extends the marker interpolation to subject lines as well.  It 
also applies the specified character set to the subject line, which had not 
been done before, and might be considered a bug.

See attached patch for the code.  It was made against 1.5.2 sources.
