This patch is a porting of the DS-228 XMLUI patch that just establish parity
from the two UIs
Please note that at the moment the JSPUI doesn't allow community admin to edit
authorization policy of the community/subcommunities/collections as instead
listed in the DS-228 description, but I'm not able to see this functionality
not even in the XMLUI so this could be most an "issue" on the DS-228
description.
Roles are instead editable as in the XMLUI.
The other big difference is that the community/collection ARE ALLOWED TO
DELETE subcommunities/collections AND WIDTHDRAWN/REISTANTIATE item in their
"container" (I haven't "locked" these functionality because I'm looking to make
this configurable as many community members have suggested, see comments in
DS-228) - I will open specific jira issues for this and for the "resource
policy" management by the delegated admin
