with RDF property types), remains silent about the unrestrictedness of element 
ordering    and repeatability (application profiles being the proper place to

vocabularies, and namespace policies in which the Dublin Core is  embedded."

In the library application profile working draft only created is restricted in 
occurence see 
http://dublincore.org/documents/2004/09/10/library-application-profile/.

Maybe we need to adopt or customize an existing application profile for DSpace 
in general.
