UTF-8 encoding in community and collection text

The introductory text and news in the edit community and collection display a 
warning stating the contents of the XML is invalid, even if it is valid.
When using e.g. <div>é</div> this is displayed with a warning in the edit page, 
and displayed wrong in the actual collection display page.

The stated error is:
Error on line 1: Invalid byte 1 of 1-byte UTF-8 sequence.

This is due to the fact that the UTF-8 content is not marked as UTF-8 before 
validating
