Edit Item in admin UI does not allow setting Bitstream to an Internal

In the "Item Bitstreams" tab of the "Edit Item" administrative UI, clicking on
a Bitstream's format label brings up a select menu of other possible format
choices. It only includes non-internal formats, even when the user is an
Administrator. (Actually, only admins generally have access to this page,
although that might change with delegated admin privileges.)
This makes it impossible to correctly set a license Bitstream, added after the
fact, to its correct format value.
The patch included here fixes this behavior so that when the user is an
Administrator, internal BitstreamFormats are listed as well. The qualifier
"(Internal)" is added to the end of those options to mark them.
