Handleplugin.java is not able to handle non-numeric handles

Handles that have non-numeric character contain throw an exception from the
handle-plugin. For example the handle 1234 and handle 1234.9999 would work.
But the handle 12345.ytre will not work. Because CRNI is able to customize
one's handle assignment for secondary, tertiary, etc servers, there may be
cases where an alpha character would be requested. This is currently an
undocumented "feature".
