It mostly looks fine. WIth the new 'dspace.bat/.sh' script launcher,  
point 7 should probably be changed to something like:

---
Create an administrator account by running the following from your  
[dspace]\bin (e.g. C:\DSpace\bin\) directory

cd [dspace]\bin\
dspace.bat create-administrator

and enter the user information when prompted.
