The registration notification in the jspui, is a bit awkward when the system
administrator creates a new eperson, e.g.:
A new user has registered on ...
Name: null null
Email: newuser8
Date: 12/7/09 1:35 PM
the new eperson is created with a default email generated by id and then edited
by the admin. The notification is send during the creation of the eperson.
Imo the notification should be switched off for epersons created by the
administrator, the information is of little use at this point.
Works ok for xmlui.
