Description:
The collection specific submission license is displayed in the collection home
page. Only the copyright text should be displayed there.
In addition, any item deposit license is displayed by default on the item
homepage. This deposit agreement should be kept private by default (similar to
JSPUI), as it is an agreement between the depositer and the repository (and not
meant for public display).

I edited the description of this issue, as the deposit license is *also*
displayed by default on the Item View page.
In addition, this issue is directly related (and partially fixed by) DS-217.
I'll provide the remainder of the fix by disabling the display of the deposit
license on the Item View page (it's a quick fix).
