I think this problem might be a mixture of two problems:

 - Some of the translations are a long way out of date. For example the French 
translation does not have any of the messages for the (not so) new browse 
system, so browse pages in French will be in two languages, French for the side 
menu, and English for the browse parts. This causes the dual language problem.

 - http://scm.dspace.org/trac/dspace/changeset/4313 introduced a security patch 
to invalidate the user's session on login / logout. A side effect of this is 
that the user's language preference was lost. The attached patch records the 
locale before invalidating the session, and then sets it again afterwards so 
that it is persisted.
