hmm, I don't think so, allthough the security patch might have caused some of
the trouble.
Just set your browser preferences to German and navigate to an item in your
test instance or mine:

The short item display will be a mixture of German and English, whereas the
rest stays in English.
The mixture in the display is not due to missing tags, as the de language pack
in shipped along with the release candidate is nearly compliant to the
Messages.properties (only some button labels for the stats are missing).
I unpacked the api-lang lib and checked it with the resource bundle editor.
Furthermore this mix happens without a user login, so the change of
login/logout has no effect at this point.
It might affect some of the other examples I found. Gonna test your patch for
these.
