Richard Rodgers resolved DS-422.

Resolution: Fixed
Added creation of etc dir in target. Note, however, that etc/ does not really
have a purpose in a deployed DSpace, since the database has been built, etc.
Therefore I added a deprecation warning, and at some point we should remove
that logic in build.xml
