Something that's bothered me a bit for years now is that the
non-English catalogs don't get as much love as the rest of the
product.  It appears to me that this aspect of DSpace has been
sustained in large part by one-time contributions rather than regular
maintenance.  Those contributions are certainly very welcome, but I
feel that we could do even better.  I think we need to formally
invite, encourage, and support some people fluent in those other
languages who would be willing to commit to maintaining a translation
over time as part of the DSpace development cycle.

This could be an opportunity for community members who would like to
do more in support of DSpace's development but don't feel ready to go
up to the elbows into Java, JSP, Cocoon, etc.
