Documentation is updated properly.

Jeff, see the following for Documentation.
(1) Attached 'configure.html' -- search for "OAI-ORE Harvester Customizations"
to find the section that needs to be added to our Configuration section of
Documentation
(2) The "DSpace ORE usage instructions.docx" document that is attached details
how to enable harvesting in either the XMLUI, JSPUI or command line. This also
needs to be added to the Documentation. Maybe under the "System
Administration" section?? It obviously should be linked to from the
corresponding config documentation from #1.
Jeff, let me know if you have questions on this. I'm still not an expert on
this new functionality, and I didn't write these docs (Scott Phillips or
someone from TDL did), but I have a general sense of how this all works.
