attributes to Search indexes

This project will add all new content generated immediately to the search
indexes, including Submission Workflows, Reviewer Workflows, Embargos and
Withdrawing Items and restrict access to those result by filtering users search
results by the groups/policies that the user belongs to.
This project will have the following features that need to be completed.
1.) Add Access Control Groups to a parallel solr core such that they can be
updated independently from the the content and metadata indexes for efficiency
2.) Research using Parallel Searcher and DISMAX to JOIN results across the
cores allowing for the restriction of search results on the new authorization
core.
3.) Research also adding a "State" core if (2) is successful that will allow
for restricting on "Withdrawn", "Embargoed" and other state values as a
mechanism to create search views for withdrawn and embargoed content.
