It seems to me, we should allow institutions to configure which Bundle(s) are 
counted in the "File Download" stats.  

By default, we should probably only count file downloads from the "ORIGINAL" 
bundle.   It is rather odd to see the extracted text files and license.txt 
files show up under the "File Download" statistics (which they probably should 
not by default).

I've verified with Claudia that this is an issue -- any volunteers to work on a 
fix?
