Summary: Permissions for Approval Users

Initial Comment:
When creating a collection, if the users for the
various approval stages are entered during creation
(using the wizard check boxes to say which approval
stages that collection will have), those users work
fine (ie are able to commit to the collection). 

However, if editing the collection later, using the
'Edit' option on the Collection edit page, the
permissions aren't assigned fully / correctly. Meaning,
I have to go in and specifically add in the permissions
(policy) for that user, otherwise that user is not
necessarily able to perform the final 'commit to
archive' action. 

If it's a group, and I add someone to that group, it's
ok, but if it's just one specific user, that user is
not able to 'commit' an item to the archive unless the
policy has been specifically added. This seems like an
extra step. We're finding that having to explain to
users that they have to add a policy for a user to be
able to commit is confusing for them.
Does someone have a patch for this? Using groups (ie
just adding the user to the already-specified group) is
an easy step, but it would be nice if it worked for
single users as well, seeing as the option is there.
