Summary: OAI-PMH requests with from/until datestamps on Oracle

Initial Comment:
When using DSpace with Oracle, OAI-PMH requests that pass "from" and "until" 
datestamp parameters return result sets that are inconsistent with the 
datestamps displayed with the record.
The LAST_MODIFIED date stored with the record is a local time zone datestamp, 
while the datestamp value returned with the OAI-PMH request is a UTC datestamp.
The OAI-PMH request from/until parameters are treated as local time zone 
datestamps and therefore return inconsistent results.
