Hello Hilton, the item import and export both can handle non-dc metadata. For import non-dc metadata must be in a metadata_[schemaName].xml file. The export will create metadata_[schemaName].xml files for each schema used.
Furthermore there are crosswalks and packager plugins, which you can customize to suit your needs. About the harvesters that depends on the metadata schemata you use and expose via OAI. You can create your own OAI dissemination crosswalk for other schemata you want to disseminate. DC is the basic common denominator. Other standard metadata schemata might be recognized by harvesters, proprietary schemata most probably will not be.
