I had talked with Bill about this via email.

The AIP Backup/Restore (DS-466) work fixes the above SWORD Bug.  Essentially, 
whenever you had the "sword.keep-original-package", SWORD was created a 
temporary file (in [dspace]/uploads) just before it attached the SWORD package 
as a bitstream.  In DSpace 1.6.x that temporary file was never removed.

After the AIP Backup/Restore functionality was applied to Trunk, that SWORD 
code was refactored.  Because of the newly refactored PackageIngester 
interface, SWORD no longer needs to create temporary files at all.  So, this 
bug is resolved.
