I neglected to run a 'mvn deploy' when I changed all all SNAPSHOT 
versions to '1.7.0-SNAPSHOT'.

That version is now in our local maven SNAPSHOT repository, so 'mvn 
site' should work again.

This 'mvn deploy' is something any one of the Committers can do, 
provided you have access to our 'maven.dspace.org' server at OSUOSL (if 
you don't have access, and want it, we can request it with OSUOSL). I 
added a note at the top of our Release Procedures on how to deploy 
SNAPSHOT versions when necessary:
