Scheduling this long-time issue for 1.7.0, in the hopes of finding a volunteer.

We discussed this issue again in  the DSpace Developer Mtg on Aug 25,2010.  
General idea was that this needs to be resolved.  Preferrably both the XMLUI 
and JSPUI will display a tombstone and return a 404 response (which is the 
recommended response for a page which is gone, potentially temporarily or 
permanently).

A volunteer is needed to implement this for the XMLUI.
