I have tested this on a local machine against trunk and it seems to work ok, 
well sort of.  An issue date of 2010-04-22T09:17:01Z would result in a date of 
22-Apr-2010 being displayed in the browse index, but I think its a design 
choice not to show the time component in this instance. I certainly cant 
reproduce the bug where only a year is displayed.

I'll leave this open for a short while to allow Claudia the opportunity to 
comment.
