Community Admin unable to create new bundle type for items

If a Community Admin deletes all bitstreams from all content bundles in an
item, he will not be able to create a new content bundle. He is able to upload
content bitstreams if a content bundle exists.
My apologies if this issue is already known; I've searched for it, but was
unable to find anything.
