Hi!

I found in "org.dspace.app.bulkedit.DSpaceCSV" a few occurrences of 
"UTF8" as the character encoding (and not "UTF-8" as most other places).
I do not know if this is a possible problem but the doc mention only 
UTF-8: 
http://download.oracle.com/javase/1.3/docs/guide/intl/encoding.doc.html
I would suggest to scan DSpace source files in SVN and normalize this.
