Where would be the proper place(s) to document API changes?  I have a
patch (DS-494) which would affect others who have locally made use of
SQL that returns NUMERIC or DECIMAL results (typically from an SQL
built-in function).  They need to know that (a) a wider range of
values is available, and (b) they need to use getLong() on those
results, because getInt() will now throw an exception on them.

I don't recall seeing a release-notes section for internals.
