If a collection has only DEFAULT_ITEM_READ or DEFAULT_BITSTREAM_READ and not
both policies an ArrayIndexOutOfBoundsException will occur if the tab "Assign
roles" is clicked on the edit collection form.
The error occurs in the FlowContainerUtils.class of the administrative aspect
due to a logical error in getCollectionDefaultRead() in line 558.
