There has been some confusion about the license display in xmlui lately.
At the moment the display of the default license is treated differently in
xmlui and jspui
There is a configuration parameter (in the JSPUI section).
webui.licence_bundle.show = false
The parameter is at the moment used to
a) jspui
to decide whether to display the link in the item display
b) xmlui
to decide whether to add the license to the mets file group
But in the default dim handler only the CC license is used.
This patch adds the default license to the license section in the dim handler.
It will only be displayed if enabled via config and thus present in the dri.
The configuration parameter in dspace.cfg is moved from the jspui section to
the xmlui section.
