Add an administrative metadata schema to DSpace

For quite a while now DSpace supports the use of multiple metadata schemata,
but does per default not make use of them.
The basic set supplied is Dublin Core and users tend to cramp everything into
DC regardless whether it fits any profile or not.
Imo we should add a second schema dspace for administrative purposes. It can be
used to hold things like the default embargo terms see
DS-668, provenance information etc.
The fields of the schema should be internal i.e. not be exposed in the UI,
crosswalks, OAI . So this would require a hide option for a complete schema
rather then single fields as it is now configurable.
