Invalid METS generated for Items with no Bundles

If an Item somehow has no Bundles attached, the AbstractMETSDisseminator will
generate an invalid METS file.
The validation of the METS file will fail as it will contain an empty <fileSec>
element (which is not allowed in METS).
This bug was reported via DuraCloud Early Adopter testing of the AIP Backup &
Restore functionality. I'll commit a fix to Trunk very shortly.
