It looks as though this was supposed to mean something like " AND
CAST(text_value AS TIMESTAMP) > TIMESTAMP '" + unParseDate(startDate) + "' "
but I haven't been able to find that "::timestamp" syntax anywhere. I think
the string comparison will work, though.
Since unParseDate() returns a date only, the cast really should be AS DATE and
the literal DATE 'whatever'.
