The librarians at at least one of the repositories I'm looking after are very
interested in this functionality. They would use it to allow viewers to make
requests that are currently handled via interloan; ie the requests would go to
the Interloans folks rather than directly to the author.
For the temporary viewing privs, my first thought would be to handle it
similarly to embargoes -- set an expiry date and then set up a nightly job that
goes through and revokes access once the expiry date has been reached. Of
course the question is where to store the expiry date in this case; I don't
have any ideas at this stage other than adding a column to the database
table(s) for authorisation policies.
