It sounds like one of the first steps ought to be simply disentangling install-time, launch-time, and run-time configuration, now that we have the infrastructure to get them from separate files. Then we can readily see what we have to work with. (I think I have been using "runtime" loosely, sometimes to refer to application startup time rather than the time given to actually serving the user. Oops.) -- Mark H.
