Vocabulary with closed="true" not save value filled

Option <vocabulary closed = "true" ... failure when used as below, does not 
save the value filled in and returned after the submission as non-filled, 
worthless.

Option closed="false"  works as usual.

         <dc-qualifier>decs</dc-qualifier>
         <repeatable>true</repeatable>
         <label>Palavras-chave DeCS:</label>
