I'm actually not sure. It may be that DSpace can upgrade its dependency to
commons-httpclient-4.1.jar. But, we'd need to do more testing to be certain
that wouldn't affect any of the existing DSpace code.
I'd suggest just submitting your patch as-is (using commons-httpclient-4.1).
Once we find a developer to review your patch, we can also help you determine
whether it would need to be backported to commons-httpclient-3.1, or if
DSpace's dependency can be changed to 4.1 instead.
