May I suggest that in addition we stop storing personal details *at all* for 
users whose details are available from other sources.  If a site uses LDAP 
authentication, for example, things like name, email, and phone number are 
either available from the directory or withheld by policy, and we should not 
create duplicate records which will go stale.
