Hey Robin:

I have no specific objections - the code certainly shouldn't be in jspui-api. 
But I wonder whether before stuffing it somewhere in dspace-api, we might give 
some thought to a location for 'common business services'. This idea has been 
getting a lot of traction and interest recently, and this stuff seems a 
reasonably good fit - It isn't core api, but builds on it. Just food for 
thought, and I realize that this could complicate what you doubtless hoped 
would a simple thing ;)
