Embargo terms in past throws System Error

If a user sets their embargo terms to a date in the past while submitting an
item there is an Internal System Error during the final step of the submission
process. The error should either be shown to the user when that field is
submitted initially or the Lifter should just be run on an item during
submission if its terms are in the past. A relevant traceback is attached.
