I tried them as global and got the same result.  I also tried the
properties as an external file referred to through <filters>, which I
would actually prefer -- same result.

The problem here is that <filtered> is only recognized by <file>,
which cannot be used inside a <moduleSet>, and outside of that it can
only refer to the current project.
