I'm not really getting what your suggesting, can you elaborate on why we
need a second config directory?
Would it make more sense to move authority control into a separate
config/modules/authority.cfg?
Likewise.... write existing maven properties in effect to a file (could be
used to write dspace.cfg and other module cfg.
