I've verified this on demo.dspace.org. Here is what happens in 1.7.2:
* Login as a Community Admin
* Visit an Item which is under a Collection in that Community
* Click "Edit Item"
* You will see the "Curate" tab. Click that Tab.
* You will see all enabled Curation Tasks. Select a Task & click "Perform"
* You see an error page which says:
"Insufficent privileges"
"Your account has insufficent privileges to perform the requested action. If
you feel this is an error or have questions about your privileges, please
contact the site's system administrators."
As Peter mentions, this only seems to affect Items. Community/Collection
Admins are able to successfully run Curation Tasks on any sub-Communities or
sub-Collections.
This is a definite bug. Community & Collection Admins should be allowed to run
Curation Tasks on Items which exist in that Community/Collection.
