This breaks from the convention used in all the other config files/directories.
Making the solr dir a special case, if your going to dot his for just the solr
dir, I recommmend keeping the convention predictable an simple across the whole
config and switch the default from overwrite=false to overwrite=ture and
clarify that existing files are always backed up unless otherwise dictated.
TBH, I'm of the opinion that the option be removed all together and dspace
update always overwrite config and backup the originals.
